Following important points to consider:

1. Themes are only defined at the Corporate Strategy level

2. If the organization needs to also define Objectives at the corporate strategy level then configure following system parameter :

   showThemeOrObjectiveInParent: 1- Only Show theme. 2- Show both theme and objective

3. Objective cascade is defined by creating parent child relation between themes of level 1 and objectives of level 2, and objectives of level 2 and objectives of level 3
