Initiatives are organizational programs or projects to develop new capabilities

According to PMI a project is a

temporary endeavor undertaken to create a unique product, service or result. A project is temporary in that it has a defined beginning and end in time, and therefore defined scope and resources.

And a program is a:

group of related projects managed in a coordinated way to obtain benefits and control not available from managing them individually
